a chief of police. The appointment of the Chief of Police <br /> shall be subject to approval of the City Councils of both <br /> cities. <br /> (c) In exercising its powers under this section, <br /> the Commission shall be governed by the rules and regulations <br /> known as "Rules and Regulations - Joint Municipal Police <br /> Department," which rules and regulations shall be approved <br /> by each City Council and a copy of which, as approved, shall <br /> be attached to this Agreement. Amendments to the rules may be <br /> enacted by both City Councils acting separately and shall <br /> become a part of the rules upon receipt by the chairman of <br /> the Commission of certification of enactment from both City <br /> Councils. <br /> 4. Financing. <br /> (a) The entire cost of the joint police department <br /> shall be borne by the respective cities and shall be assessed <br /> ..r. proportionate per capita basis with each city to pav its <br /> .h -r- of the assessment according to its population. <br /> (b) Initially, all equipment owned by either the <br /> Circle Pines or Lexington police force shall be termed property <br /> of the joint police force. The Commission shall appraise the <br /> to determine the reiati-:e <br /> value of this equipment " " - -' <br /> of each of the two cities. <br /> (c) The Commission shall present to the respective <br /> City Councils its proposed budget for the first two months of <br /> operation by August 1, 1975. Thereafter, annual budgets shall ' <br /> be presented prior to September 1 for the next ensuing year. <br /> (d) The population figures upon which allocation <br /> of the cost of the joint police department shall be based, <br /> shall be those determined by the most recent Metro Council <br /> Census.
