DRAFT - MARCH 6, 1998 <br /> 1.0 INTRODUCTION <br /> On February 25, 1998, the Centerville City Council adopted Resolution 98-04, <br /> authorizing a feasibility study to examine proposed street and utility improvements for <br /> Parkview Addition, a development located east of Centerville Road and west of Eagle <br /> Pass. The developer of the project, Mr. Rick Carlson, petitioned for the <br /> improvements. The project location is shown on Exhibit 1. <br /> In conjunction with this project, several watermain alternatives are being considered. <br /> Each alternative would provide benefits to the existing and proposed system, either by <br /> looping an existing dead end line or providing a connecting point for future watermain <br /> construction. <br /> This study will summarize the existing conditions, proposed improvements, estimated <br /> construction costs, and proposed financing options for the project. Overhead costs <br /> include administration, engineering, fiscal, and legal expenses, as well as project <br /> contingencies. <br /> 2.0 FEASIBILITY, COST - EFFECTIVENESS, AND NECESSITY <br /> City sanitary sewer and watermain fa ilities are located on streets adjacent to Parkview <br /> Addition. It is therefore feasible and cost - effective to connect sanitary sewer and <br /> watermain to these utilities and provide sanitary sewer and water services to the <br /> proposed 42 lots in the development. It is also feasible to provide a looped watermain <br /> system to Chauncy Barrett Gardens (a senior housing facility), which was constructed <br /> in 1997, and to provide watermain for a future loop to the west on Center Street and <br /> future watermain south of Center Street. The watermain would be extended from <br /> Parkview Addition to this area. Completing these improvements in conjunction with <br /> the Parkview Addition development would also be cost- effective and would prevent <br /> future disruption to lots once the property is sold and built upon. <br /> Based on information contained within this study, the proposed improvements are <br /> necessary, cost- effective, and feasible from an engineering point -of -view. <br /> 3.0 EXISTING CONDITIONS <br /> The area which will be developed as Parkview Addition is currently undeveloped, and <br /> is proposed to be rezoned to R2A — Single Family Residential. This area is entirely <br /> within the Municipal Urban Service Area (MUSA) boundary. <br /> There is a wetland located on the east end of the property. This wetland was delineated <br /> in the summer of 1996 by the Anoka Conservation District. <br /> FEAS- 260.089 1 260089M <br />
