Centerville Surface Water Management Plan <br /> Mr. Nyberg briefed the Council on the revised updates to the surface water management plan <br /> (SWMP). Mr.. Nyberg reported the Metropolitan Council has been notified that the City's <br /> shoreland ordinance will be completed by the spring of 1999. Furthermore, the City will need to <br /> adopt a flood plain ordinance and update the stormwater utility fee. Mr. Nyberg noted the City <br /> can turn over the floodplain regulation to Rice Creek Watershed District (RCWD). However, <br /> RCWD is requiring structures to be two feet above flood level. Councilmember Brenner stated <br /> the City's flood reduction project was executed to allow construction at one foot above the <br /> floodplain. Mr. Nyberg stated the watershed recently changed their regulations but, the City can <br /> protest the changes to a higher agency. Mayor Wilharber stressed a regulation concern and <br /> suggested discussing this issue with the full Council. Councilmember Brenner suggested the <br /> shoreland ordinance be submitted to the Metropolitan Council prior to comprehensive plan <br /> amendments. Mayor Wilharber suggested setting a workshop to discuss the shoreland ordinances. <br /> MOTION by Mayor Wilharber to tentatively set a workshop on December 8, 1997 at 6:00 p.m. <br /> to discuss the letter issued by H.R. Green and discuss the shoreland ordinance. Motion seconded <br /> by Councilmember Brenner. Motion carried unanimously. <br /> Set Workshop to Consider Consulting Engineer Proposals <br /> Councilmember Powers questioned Staff about the status of engineer firms' proposals. Mayor <br /> Wilharber noted the Council can appoint H.R. Green on a month to month bases. <br /> MOTION by Councilmember Brenner to direct Staff to prepare a sample request form for <br /> engineering proposals specific to Centerville then et a workshop on December 17, 1997 to <br /> discuss the information. Motion by Councilmember Powers. Motion carried unanimously. <br /> MOTION amended by Councilmember Powers to amend the previous motion to have Council <br /> members submit highlighted engineering proposals to Staff by December 3 and to set up a Council <br /> meeting on December 17 to discuss the proposals. Motion seconded by Councilmember Brenner. <br /> Motion carried unanimously. <br /> Senior Housing Update <br /> Mr. March briefed the Council on the allocation of funds for sprinklers in the Chauncey Barett <br /> Gardens, and the installation of curb and gutter. Mr. March noted the cost for curb and gutter is <br /> $6,800, which is proposed to be paid by Community Development Block Grant funds. The cost <br /> to install an attic sprinkler system was determined to be $19,800 but the City of Centerville will <br /> not be responsible for paying this amount for the sprinkler system in the senior complex. <br /> Councilmember Brenner noted finances taken from the City funds for the senior housing complex <br /> will be reimbursed. <br /> Councilmember Brenner questioned Mr. Nyberg about Mike St. Martin's progress on the utility <br /> pipes. Mr. Nyberg explained the utility pipes are ready. <br /> 4 <br />
