Mayor Wilharber read aloud the petition request and noted fifteen signatures were on the petition. <br /> Mayor Wilharber read aloud the traffic study from the Circle Pines - Lexington Police <br /> Department. Mayor Wilharber referred to a recent article on the "excessive use" of stop signs, <br /> and did not recommend implementing additional signage. <br /> MOTION by Mayor Wilharber to deny the petition request for signage on Heritage Street and <br /> Progress Road based on the Police report and the North Central Section Institute of <br /> Transportation Engineers (NCITE) traffic study. In addition, Mayor Wilharber requested the <br /> petitioner be forwarded a copy of the traffic study. Motion seconded by Councilmember Brenner. <br /> Motion carried unanimously. <br /> United Wast Complaint <br /> Ms. Clara Ayde (7193 W. Robin Lane) briefed the Council on her refuse concerns. She first <br /> pointed out, United Waste does not provide Centerville's contract information on the back of <br /> their billing statements which may cause confusion in the community. Also, Ms. Ayde contacted <br /> United Waste on three occasions where she asked the same question each time and received three <br /> different answers. Finally, Ms. Ayde understood there was no change to the current contract <br /> despite being charged for an extra 90 gallon containers. <br /> Mr. Ron Gersdorf (United Waste) responded to Ms. Aydes concern. Mr. Gersdorf explained the <br /> information on the back of the billing statement is exclusive to Centerville residential accounts and <br /> United Waste employees are directed to journal calls in the "Journal of Communications." Mr. <br /> Gersdorf noted no calls from Ms. Ayde were logged in the journal. Furthermore, the tax <br /> abatement charges have changed effective November 1, 1997. However, the bill shows a <br /> decrease in the premium, which reflects the amended refuse contract. Mr. Gersdorf explained <br /> there always has been a $7.25 charge for picking up extra containers. <br /> Mayor Wilharber noted in the month of October United Waste received four complaints which <br /> translate to .0049% of the service and he mentioned how this percentage is exceptionally low. <br /> Councilmember Powers recalled from a previous meeting that United Waste stated there would be <br /> no charge to pick up extra containers. Councilmember Powers suggested Staff review the refuse <br /> contract discussion from the past Council meeting tapes. <br /> MOTION by Mayor Wilharber to authorize Staff to review past Council meeting minutes and <br /> tapes then report findings to the Council.
