SECTION 6 <br /> STORM SEWER <br /> POLICY It is the policy of the City to provide <br /> storm sewer systems through a property <br /> tax levy. However, in new subdivisions <br /> or areas where benefit can be well defined <br /> an assessment proceeding may be used. <br /> STORM Definition: Storm sewer systems are de- <br /> SEWER fined as storm sewer pipes, open drainage <br /> SYSTEMS ways, storage sites and ponding areas <br /> designed to provide for the control of <br /> storm water and ground water over a par- <br /> ticular area. <br /> Assessable Costs: The assessable cost of <br /> storm sewer systems shall be a minimum of <br /> 20% of the total cost of the improvement. <br /> Where system oversizing is needed to ac- <br /> comodate growth, a minimum assessment is <br /> applied. Where system oversizing is due <br /> to the nature of individual properties a <br /> greater share of the project costs shall <br /> be an assessable cost. Storm sewers servic- <br /> ing private parcels or lots shall be con- <br /> sidered private storm sewers and the cost <br /> shall be borne entirely by those tracts <br /> or parcels benefiting. <br /> Distribution of Assessments: The City <br /> shall determine the area to be benefited <br /> by the storm sewer improvement. Assessable <br /> costs for such improvements shall be dis- <br /> tributed on an area, weighted unit, or <br /> lot basis to benefited properties. <br /> Addition Laterals: Should smaller storm <br /> sewer laterals and catch basins be required <br /> with street construction, these additional <br /> costs may be included in the street con- <br /> struction assessment. <br /> 114PROVEMENT The City may adopt an ordinance creating <br /> DISTRICT a storm sewer improvement tax district, <br /> pursuant to the requirements of Minnesota <br /> Statutes 444.16 - 444.21. The purpose of <br /> such a district will be to provide for the <br /> financing of storm sewer improvements. <br /> 9 <br />
