SECTION 5, cont. <br /> WATER DISTRIBUTION, cont. <br /> TRUNK Distribution of Assessments: It is the <br /> WATER policy of the City to distribute the <br /> SYSTEMS, Cont. assessable costs of trunk water facilities <br /> across the area to be benefited by the <br /> improvement. Where property has been <br /> subdivided for residential use, the assess- <br /> ment shall be on a weighted lot basis. <br /> Where unplatted or unplatted and subdivided <br /> properties occur or zoning for non - residential <br /> purposes, the assessment will be distributed <br /> using the area or weighted lot method (a 20% <br /> reduction in area will be allowed for un- <br /> subdivided properties.) <br /> Some properties in the benefit area may not <br /> have direct access to the water distribution <br /> system. Such properties do accrue on im- <br /> mediate benefit from the trunk water system <br /> since it is available to receive water <br /> connection at a later date which may be <br /> initiated by property owner petition. <br /> RECONSTRUCTION The life expectancy for watermain is 40 <br /> years. If during the first 20 years after <br /> construction, reconstruction is required <br /> the City shall bear 100% of the costs. <br /> Between 20 and 40 years of watermain life <br /> any reconstruction project costs shall be <br /> assessable on a pro -rata basis. 5% for <br /> each additional year. After 40 years, <br /> assessable costs equal the entire project <br /> cost. <br /> LATERALS Definition: Lateral water lines are de- <br /> fined as watermains of a size six (6) <br /> inches or less in diameter. <br /> Assessable Costs: The assessable cost of <br /> laterals equals the entire project cost of <br /> lateral improvements. <br /> 8 <br />
