MEMO <br /> DATE : June 5, 1998 <br /> TO Honorable Mayor and Council <br /> FROM : Jim March <br /> RE Terminal Transport - Special Use Permit <br /> A public hearing was held for the issuance of a special use <br /> permit for Terminal Transport. There were a couple of residents <br /> from Lino Lakes present at the meeting to view the sketch plan. <br /> The concerns were in regards to truck traffic going south on 20th <br /> Avenue and screening on the north side of Cedar Street. <br /> The Planning Commission recommended approval for the issuance of <br /> a special use permit, pending a revised landscape plan, a revised <br /> grading plan and contingencies placed in the permit. The <br /> contingencies would allow construction to begin at developer's <br /> risk and that no certificate of occupancy would be issued until <br /> the utilities are fully connected. The special use permit will <br /> also require a hold harmless agreement specifying that the <br /> contractor is responsible for working with the property owner in <br /> securing RCWD permits for their site as well as any parcel that <br /> receives run -off from this site (ie. the parcel to the north <br /> owned by Rehbein). <br /> The revised grading plan and landscape plan will be available for <br /> display at the Council meeting. The developer has incorporated <br /> the screening requests from the residents into the revised <br /> landscape plan. The landscape plan is estimated to be $15,000 <br /> and we will escrow for this item to ensure its satisfactory <br /> completion. I am having Greg review the draft special use permit <br /> that is included in your packet. The revisions should be ready <br /> in time for next week's meeting. <br />
