Mr. Melcher questioned, "Is zoning is taken into consideration when <br /> assessment costs are calculated ?" Mr. Nyberg commented zoning is not taken into consideration. <br /> The City took into consideration the project cost and the benefit to each property. <br /> Mr. March noted during the Main Street watermain project the City attempted to implement a <br /> constant and fair assessment policy. Since the Main Street improvement the city has used this <br /> procedure three times including this assessment. <br /> Mr. Melcher commented some Cities make it policy to pay costs related to dead -ends and looping <br /> options. Therefore, Mr. Melcher questioned if the city will pay these additional costs. Mr. <br /> Nyberg commented there is a $6000 shortfall in the project cost for oversizing where the city will <br /> pay the additional cost. <br /> Mayor Wilharber asked "When the County expands the road will the infrastructure be in the <br /> way ?" Mr. Nyberg commented usually, it is a matter of who is there first. However, the <br /> watermain will be buried 7 - 8 feet. <br /> Mr. Melcher asked "What is the process to challenge the assessment cost ?" Mr. Nyberg <br /> suggested Mr. Melcher contact City Staff and to place any objections in writing to the Council. <br /> Councilmember Powers moved and it was seconded to close the public hearing at 6:50 p.m. <br /> Motion carried unanimously, <br /> Councilmember Buckbee moved and it was seconded to close the Board of Review public hearing <br /> at &5l p.m. Motion carried unanimously.
