Brenner nay - Motion carried. <br /> Councilmember Buckbee moved to grant variances on Lots 3, 4, 5, 9, 10 and any other lots <br /> that the lot width at the building setback did not meet the required 100 feet per R2 zoning, <br /> to protect the natural topography and existing natural features of the Center Villa plat and <br /> based on the generous size of the lots within the Center Villa development. Councilmember <br /> Brenner seconded the motion. Motion carried unanimously_ <br /> Councilmember Buckbee moved to grant a variance on Block 2. Lot 20 for additional <br /> footage within the Center Villa development. Councilmember Brenner seconded the <br /> motion. Motion carried unanimously. <br /> NEW BUSINESS <br /> Phippen Variance Request to Reconstruct a Shed <br /> Mr. March explained the property owner at 1563 Peltier Lake Drive, requested a variance to <br /> reconstruct a shed within the rear yard, shoreland set back requirements. The Planning and <br /> Zoning Commission recommended approval of reconstructing the shed on the existing concrete <br /> slab because the ordinance allows boat houses within 10' of the shoreland. Mr. Hoeft commented <br /> the Council may want to consider limiting the building regulations if the property owner elected to <br /> add on or build the structure larger than the existing concrete slab. <br /> Councilmember Buckbee moved to approve the reconstruction of a storage shed at 1563 <br /> Pelter Lake Drive. Contingent upon the proper owner limiting the building size to the <br /> original slab size and the variance is subject to the integrity of the concrete slab, if the slab <br /> is cracked, reconstruct according to the Building Inspector direction. Mayor Wilharber <br /> seconded the motion. <br /> Councilmember Brenner noted she was undecided and concerned about allowing the shed to <br /> be built within three (3) feet of the shoreline due to environmental concerns and storage details, <br /> such as what would be stored in the shed i.e., gas, fertilizer or other gastly chemicals. <br /> Buckbee aye, Wilharber aye. Brenner nay. Motion carried. <br /> Tractor Replacement <br /> Mr. Palzer updated the Council on the replacement of the 1989 John Deere tractor. The City <br /> advertised in the paper and also sent requested specifications by fax to six dealers. The City <br /> received one estimate per the bid specifications. The quotation was from Olson Power <br /> Equipment of North Branch for a Massey Ferguson 253 X 4 tractor. However, Mr. Dan Olson <br /> indicated that they could provide a 263 x 4 tractor for the same price. Mr. Palzer explained the <br /> difference between the two tractors as the 263 has five more horsepowers and meets the more <br /> stringent California emissions standards. Continuing, the City spent $1500 on repairs to the <br /> tractor to date and he predicts additional monies will need to be invested to maintain the tractor. <br /> 6 <br />
