Mr. Willie Lessard (Center Villa) Rezone Consideration -
Mr. Davich (Rud Land Surveying) was present to discuss a rezone request from R3 (Residential
Future Expansion Non - sewered) to B 1 (Commercial). Mr. Davich shared the proposed
development currently shows a few ponds to buffer current residential development.
Mr. Dana Johnson (7048 Cottonwood Court) requested that a trailway access Cottonwood Court
to other parks. Thus, the homeowner will not have to walk on Main Street to get to a park.
Ms. Amy Mample (7034 Brian Court) questioned the Developer that if the property is not sold
then why rezone the property? Mr. Davich noted a town home developer voiced interest in the
property.
Ms. Chris Swenson (7016 Brian Court) questioned the Developer, whether or not the businesses
will be located closer to the north existing buildings, if the cul -de -sac road is moved to the north?
Mr. Davich stated the road may be moved closer to the north property line but, either way the
town homes will be near the property line.
Mr. March mentioned a developer is looking to build rental units on the property. Councilmember
Buckbee stated that rental units are good for a higher tax base. Councilmember Helmbrecht
questioned why we need to have a trail accessing the east side of 20th Avenue.
Councilmember Brenner commented that because of talks with citizens and the Design Team,
several persons have voiced a desire to have more trails throughout Centerville.
Mr, Tom Pelican (1889 Center Street) questioned why the Developer wants to rezone the
property if there are buyers willing to build town homes on the property? Mr. Dave Nyberg
stated the developer was looking for consideration prior to proceeding with the project. In
addition, with the present time frame, no construction will take place until 1999.
Mr. Swenson would rather see some type of residential development instead of townhomes.
Councilmember Powers stated she had received several calls in regards to this development.
She would rather have six businesses than town homes. She feels this is a good compromise.
Councilmember Helmbrecht understood Mr. Lessard will have covenants indicating what
what type of business would be acceptable to locate in the commercal district.
Mayor Wilharber stated the Comprehensive Plan showed Brian Drive connecting to 20th Avenue
and if a residential district is approved then 20th Avenue should extend to 20th Avenue,
Councilmember Helmbrecht favored the proposed development with businesses opened from
8:00 - 5:00 p.m. Also, the city knows what is going in the commercial district and the area will be
8
