Motion carried unanimously. <br /> Councilmember Powers stated for the record "I have total faith in our police department. They <br /> have been nothing but incredibly wonderful, respectful, courteous, kind and efficient. I think they <br /> are a talented group of men and women. I have a very large problem with the City of Centerville <br /> paying 25% of the budget for 1999, while the City of Lexington only pays 26% of the budget for <br /> 1999. I also think that it is unfair to the City of Circle Pines who is carrying a big bunch of the <br /> burden." <br /> Shoreland Ordinance <br /> Motion by Councilmember Helmbrecht to make changes and forward to RCWD with <br /> copies furnished to the lakes association Also to change the title of Building Inspector to <br /> Building Official Councilmember Buckbee seconded the motion Motion carried <br /> unanimously. <br /> NEW BUSINESS <br /> Consulting Engineer Selection <br /> After an extensive discussion the City Council took the following action: <br /> Motion by Councilmember Helmbrecht to chafe the official City Engineer from R.R. <br /> Green to Bonestroo Councilmember Brenner seconded the motion <br /> Mr. Nyberg questioned the Council why the change in Engineers? <br /> Councilmember Powers explained that a year ago she had requested a review of all of our <br /> consulting firms, which included H.R. Green. It can't be monitored if it is not reviewed. It had <br /> nothing to do with Mr. Nyberg, personally. Councilmember Brenner stated it was a very drawn - <br /> out process consisting of many meetings, and it was very time consuming and covered many <br /> areas. Mr. Nyberg requested the Council member workshop notes and how the Council point <br /> system supported the change in engineering firms. <br /> Councilmember Helmbrecht asked Attorney James Hoeft if there were any legal issues. Does the <br /> City have to produce the notes from the workshop session regarding the engineering firm search? <br /> Mr. Hoeft stated, "Yes the workshop notes legally have to be made available." <br /> Mayor Wilharber called for the vote Helmbrecht aye Brenner aye Powers aye Buckbee <br /> nay. and Wilharber - nay, Motion carried <br /> Councilmember Helmbrecht amended the motion to "Include all documents the City paid for <br /> be passed along to the City. Councilmember Powers seconded the amendment. <br /> 10 <br />
