MEMORANDUM <br /> Date: August 28, 1998 <br /> To: Planning and Zoning Commission <br /> From: Paul Palzer, Public Works Director/Building Official <br /> Re: Buechler Estates Preliminary Plat <br /> I have reviewed the proposed lot subdivision on Mound Trail and offer the following <br /> comments and suggestions. <br /> 1. The roadway in this area is currently broken asphalt with gravel which is susceptible to <br /> frost heaves in the winter. The city may want to look at reconstructing this roadway with <br /> some contributions from the developer and the City of Lino Lakes in conjunction with <br /> this project. <br /> 2. This area has the worst soils in Centerville according to the Anoka County soils map <br /> and I would recommend that the Commission require soil borings on each of the five <br /> proposed house pad sites to determine the appropriate correction work which will need to <br /> be completed to provide suitable building sites. <br /> 3. Lots 1 and 5 show that the proposed drainage will flow onto the adjoining lots. I <br /> realize this may save some of the natural features but with the drainage concerns in town, <br /> maybe some more thought could be put into this design. <br /> 4. The existing drainage on the eastern portion of the lot which flows into the lake needs <br /> to be in a drainage easement. A Rice Creek Watershed Permit is also required for this <br /> development. The plan shows that this existing drainage area at the eastern portion of the <br /> lot in the existing drainage swale is higher than the proposed culvert system at the <br /> roadway ditch. This will hold water in the ditch system. <br /> 5. The proposed drainage swale in the roadway ditch doesn't meet the City's requirement <br /> of a 1% minimum grade. <br /> 6. The proposed easement for the sanitary sewer is ten feet and the city requires twenty <br /> feet to match the existing easement to the east. <br />
