- REALTY, INC. <br /> December 27, 1996 <br /> James March <br /> City Administrator <br /> 1880 Main Street <br /> Centerville, MN 55038 <br /> RE: Lakeland Hills <br /> Dear Mr. March: <br /> Royal Oaks Realty, Inc. is pleased to submit the enclosed preliminary plat <br /> exhibits of Lakeland Hills. The gross area of the subdivision is 33.9 acres and <br /> 41 single family homes are proposed for a density of 1.2 units per acre. All <br /> lots meet or exceed the minimum 15,000 square foot requirement of the R -2 <br /> zoning district and the 100 foot width requirement at the 35 foot front yard set <br /> back line. The average lot size is 31,300 square feet. The plat has been <br /> designed to eliminate all double frontage lots and no variances are needed. <br /> The following is a list and summary of key issues relating to the approval of <br /> this new neighborhood: <br /> Wetland delineation. A wetland delineation for this property has been <br /> completed by the Anoka County Soil and Conservation Department. Wetland <br /> encroachment is unavoidable, however, it has been minimized. Some <br /> mitigation at a 2:1 ratio will be required. Review and a permit from the Rice <br /> Creek Watershed District will be required. <br /> Street Plan. At a special City Council meeting on November 26, 1996, <br /> concept plans were reviewed and a number of general comments and <br /> suggestions were made by the City Council. After a considerable amount of <br /> discussion, the entire City Council agreed that the extension of Centerville <br /> Road through this plat was not necessary. The preliminary plat exhibits reflect <br /> the concept plan approved by the City Council that evening. <br /> School Access and Drainage. A neighborhood trail access to the adjacent <br /> school property has been provided. It is intended that this will provide <br /> walking /bike access to the school and recreational facilities. We are also <br /> sharing our drainage /ponding plans with the school in an effort to alleviate <br /> their drainage issues with a planned school addition.
