City Council Meeting January 8, 1997 <br /> Resolution 97 -03 <br /> MOTION by Buckbee, seconded by Brenner to approve the set agenda. Motion carried <br /> unanimously. <br /> PETITIONS AND COMPLAINTS: <br /> Buckbee felt it would be safer if the fire hydrants could be shoveled out and mentioned <br /> that some sidewalks had not been cleared. <br /> APPEARANCES: <br /> OLD BUSINESS: <br /> Action on the Comprehensive Plan - <br /> Helmbrecht suggested allowing the police to review Lakeland Hi11s traiiways for lighting <br /> and security. Wilharber mentioned he will be at the Police Commission Meeting, <br /> Thursday night, he could bring the preliminary plan to the Chief. <br /> MOTION by Helmbrecht, seconded by Brenner to table the Comprehensive Plan until <br /> after the senior housing workshop. Motion carried unanimously. <br /> Use of Laurie LaMotte Park - Wilharber questioned the Park and Recreation's intended <br /> use of the LaMotte property. Michael Navin commented the P &R board had discussed <br /> the land and would like to further investigate their available funds. Although, actual plans <br /> to develop the land most likely won't take place until 1998. Wilharber suggested looking <br /> into renting the land to a local farmer and applying the earned funds into the P &R <br /> account. <br /> Police Sgt. Bob Makela, approached the council asking if there were any complaints. <br /> Buckbee asked about the snowmobiles issue. Sgt. Makela said, "There are no problems." <br /> The Police Department may purchase a snowmobile to tag snowmobile violators. <br /> Wilharber felt the snowmobile ordinance should be addressed. <br /> NEW BUSINESS: <br /> Surface Water Management Plan - <br /> Nyberg suggested a workshop to discuss these issues since there is so much information. <br /> Some information for council consideration prior to the workshop would be erosion, <br /> objectives and goals. Finally, Nyberg suggested charging a ditch drainage fee (per square <br /> foot) to developing land. To avoid future conflicts, the fees would be designated to the <br /> County Road ditch systems where sediment would be removed. <br /> Nyberg asked how involved the city wants to get with Rice Creek Watershed District or if <br /> the city wants to delegate the inspections to RCWD? <br /> 4 <br />
