The dam is still in the planning and <br /> modifying stage. Mr. LaMotte understood Roger Moore was spear heading the project and the <br /> three -foot addition to Peltier Lake Dam caused the lake elevation to drop. Further, the City of <br /> St. Paul placed rock around the edge of the lake twenty years ago to prevent erosion. Mr. March <br /> explained the residents on Peltier Lake Drive started a petition not to lower the lake by modifying <br /> the dam. Whereas, Bob Walls started a counter petition asking the dam be lowered. Bob Walls <br /> and other farm properties are suffering from standing water. <br /> Pawn Shy Ordinance - <br /> Ms. Broussard- Vickers explained the Coon Rapids Ordinance was more specific although she <br /> liked some issues presented in the Circle Pines Ordinance. Also, the City of Coon Rapids deals <br /> with precious metals and breaks down dealers. <br /> Mr. Tourville explained the difference in licenses, investigative and weapons control between the <br /> cities' ordinances. <br /> License Fees Investigative Weapons <br /> Circle Pines $15,000 $10,000 Ban on dealing in <br /> Coon Rapids $ 7,000 $ 250 handguns/weapons <br /> Ms. Broussard - Vickers felt Circle Pines was easier to read, whereas Coon Rapids is more difficult <br /> to understand. Mr. Tourville requested input from Lloyd Drilling since he was very active on this <br /> ordinance when he was on the Commission. Mr. Tourville also suggested checking the State <br /> Statutes for a redemption period. <br /> The Commission elected to cut and paste the Pawn Shop ordinances and bring the revised edition <br /> to the next meeting for further discussion. <br /> MOTION by Ms. Broussard- Vickers, seconded by Ms. Vermeulen to adjourn the April 1, 1997 <br /> Planning and Zoning Meeting. <br /> Meeting adjourned at 9:09 p.m. <br /> Respectfully Submitted, <br /> Ry -Chel Gaustad <br /> City Clerk <br />
