MEMO <br /> DATE : April 4, 1997 <br /> TO Honorable Mayor and Council <br /> FROM : Jim March <br /> RE Union Contract and Employee Benefits <br /> The public works employees have voted to approve the union <br /> contract as presented to them by their union agent. There are <br /> still a few changes that were not incorporated in the final <br /> document that I had requested previously. I will draft a <br /> memorandum of understanding to the union agent on these issues. <br /> If he signs the document early next week, I would recommend that <br /> the Council approve the final agreement. <br /> The contract negotiation has been in progress for nearly a year. <br /> I have spent numerous hours in negotiations and reviewing <br /> several draft documents. I believe a fair contract has been <br /> achieved. The changes that still need to be made and the effects <br /> on the benefits to current employees are as follows: <br /> * The contract is for a two year term. The contract runs from <br /> 1/1/97 through 12/31/98. Once the contract is signed, the <br /> only item that would be retroactive to the first of the year <br /> would be wages. This would be an item that I would include in <br /> the Memorandum of Understanding. <br /> * An error still remains for the number of hours in the work <br /> week for permanent part -time employees. The work week should <br /> be 20 hours and not 16 hours. <br /> * Overtime is defined as anything over 8 hours per day or 40 <br /> hours per week. The term "City Special Programs" will need to <br /> be deleted. <br /> * Holidays - The floating holiday and day after thanksgiving, <br /> need to be replaced with Martin Luther King Jr. Day and <br /> Columbus Day. <br /> * Vacation Pay - The hours per week for vacation needs to be <br /> defined as 20 hours for permanent part -time and 40 hour for <br /> permanent full -time. <br />
