Councilmember Helmbrecht stated that she would be willing to pay higher fees for a different <br /> hauler than the current Contractor, United Waste Systems. <br /> Mayor Wilharber asked Mr. Hagerty if he had any input with the Contract. Mr. Hagerty asserted <br /> that he was not involved with the creation of the Contract. Mr. Bonkowske and March both <br /> objected to Mr. Hagerty's statement, and told the Council he was involved with the Contract <br /> process. <br /> Mayor Wilharber asked if Staff had informed United Waste of residential complaints in written <br /> form. Mr. March responded that complaints were handled verbally, Councilmember Helmbrecht <br /> stated that Council should also be notified of residential complaints. <br /> Councilmember Powers asked Staff if proposal prices included waste abatement fees and state <br /> sales taxes. Mr. Bonkowske concluded he was not certain, with the exception of Waste <br /> Management. <br /> Mayor Wilharber invited representatives from the different refuse collection companies to speak. <br /> Mr. Glewwe from United Waste Systems spoke about their collection policies and proposal <br /> prices. Ms. Deb Osgood from Waste Management explained their collection charges for non- <br /> standard materials could be subject to change and verified proposal prices. Mr. Denny <br /> Fredrickson from Ace Solid Waste explained reasoning behind sending the City two proposals and <br /> verified proposal prices. Mr. George Walter from Walter's Rubbish explained their recyclable <br /> programs and verified proposal prices. <br /> MOTION by Wilharber to close workshop. Seconded by Helmbrecht. Wilharber, Brenner, <br /> Helmbrecht- Aye, Powers- Nay. Motion carried. <br /> A special meeting was called to order by Mayor Wilharber at 8:06 p.m. <br /> SPECIAL MEETIN G <br /> 1998 -2002 Residential Refuse Collection Contract <br /> Councilmember Powers questioned Staff about extra charges for limbs and brush exceeding <br /> Contract specifications. Mr. Bonkowske suggested that each company subsequently explain their <br /> charges to the Council. <br /> MOTION by Helmbrecht to approve Residential Refuse Contract with Waste Management. No <br /> second. Motion failed. <br /> MOTION by Powers to recess Council for ten minutes. Seconded by Brenner. Powers, <br /> Brenner- Aye, Wilharber, Helmbrecht- Nay. Motion failed. <br /> MOTION by Wilharber to approve the Residential Refuse Contract with United Waste Systems. <br /> Seconded by Helmbrect. Wilharber, Brenner- Aye, Powers, Helmbrecht- Nay. Motion failed. <br />
