MOTION by Wilharber to table approval for Residential Refuse Contract to August 13, 1997 <br /> Council meeting. Seconded by Helmbrecht. Motion carried unanimously. <br /> SPECIAL MEETIN G <br /> 20th Avenue Watermain Interconnect and Trunk Sanitary Sewer <br /> City Engineer Nyberg explained the background of the 20th Ave. watermain assessments and <br /> interconnection charges with Lino Lakes. Mr. Nyberg also mentioned he has held talks with <br /> Anoka County with putting City utilities in the County right -of -way. <br /> Mayor Wilharber questioned Staff what effect the future Metropolitan Urban Service Area <br /> (MUSA) expansion would have on the watermain expansion. Councilmember Helmbrecht asked <br /> Staff about Met Council approval the City's Comprehensive Guide Plan. Mr. March explained <br /> that certain lots considered in the watermain expansion are included in the future MUSA. <br /> Councilmembers Helmbrecht and Powers asked if the watermain interconnect with Lino Lakes <br /> could work both ways. Mr. Nyberg confirmed that could be possible. Mayor Wilharber stressed <br /> it is essential for the City to be more active in cost - sharing programs with surrounding cities in the <br /> future. <br /> Councilmember Powers stated she agrees with the watermain interconnection, she disagreed that <br /> the City should contribute funds for the construction. Councilmember Powers stated she felt that <br /> City property taxes were high enough. <br /> Mr. March suggested the City could pay for the project's meter vault and lift station. <br /> Councilmember Helmbrecht mentioned tax increment financing could be a source for project <br /> funding. Councilmember Brenner agreed the City should contribute to the watermain <br /> interconnection. Councilmember Powers again asserted her objection to the City contribution. <br /> MOTION by Wilharber for a $150,000 City contribution for the 20th Avenue Watermain <br /> Interconnection and Trunk Sanitary Sewer. Seconded by Helmbrecht. Brenner, Wilharber, and <br /> Helmbrecht- Aye, Powers- Nay. Motion carried. <br /> Mr. Nyberg recommended the Council hold a public hearing for watermain and sewer <br /> assessments. Mayor Wilharber suggested a public informational hearing could coincide with the <br /> next Council meeting, Aug. 13, 1997. <br /> MOTION by Wilharber to have a public informational hearing for 20th Avenue Watermain <br /> Interconnect and Trunk Sanitary Sewer assessments. Seconded by Helmbrecht. Brenner, <br /> Helmbrecht, and Wilharber- Aye, Powers- Abstain. Motion carried. <br /> SPECIAL <br /> Transfer of City Funds to Smith Barney <br /> Mr. March informed the Council the City has approximately $2.9 million in cash reserves. Mr. <br />
