Any bank regulated by the State of Minnesota, the comptroller of the currency of the United States, the Federal Deposit Insurance Corporation, the board of governors of the Federal Reserve System or any other federal or state authority and their affiliates; any bank or savings association whose deposits or accounts are eligible for insurance by the Federal Deposit Insurance Corporation, or any successor to it, and all affiliates of those banks and savings associations: any state or federally chartered credit union; and any industrial loan and thrift company or regulated lender subject to licensing and regulation by the department of commerce. 306.04 License Fee Subd. 1. Change in ownership shall include, in the case of a partnership, a change in identity of any partner and in the case of a corporation, a change in ownership of more than five percent (5 %) of shares. 306.05 Application No person shall exercise, carry-on, or be engaged in the trade or business of pawnbroker, precious metal dealer or Class A or Class B secondhand goods dealer within the City unless such person is currently licensed as provided in this chapter. Subd. 1. Content s. A license applicant must complete an application form provided by the City. The application must be in a form and request information of the applicant as determined by the City Council. In addition to any information which may be required by the City Council, the application shall contain the following information: a. The name, permanent address and telephone number of the applicant and of all persons who will be acting on behalf of the applicant in the City. 3
