NOT APPROVED <br /> CITY OF CENTERVILLE <br /> CITY COUNCIL MEETING <br /> WEDNESDAY, DECEMBER 10, 1997 <br /> Pursuant to due call and notice thereof, the City Council of the City of Centerville held their <br /> regularly scheduled Council meeting on December 10, 1997 at City Hall, 1880 Main Street. <br /> Mayor Wilharber called the meeting to order at 6:00 p.m. <br /> PRESENT: Mayor Tom Wilharber <br /> Council Members: Laura Powers <br /> Theresa Brenner <br /> Mary Jo Helmbrecht <br /> Sanna Buckbee <br /> ABSENT: None <br /> STAFF /CONSULTANTS PRESENT: Administrator Jim March <br /> Clerk Ry -Chel Gaustad <br /> Public Works/Building Official Paul Palzer <br /> Attorney Gregory Hellings <br /> Recycling Coordinator Randy Hagerty <br /> Engineer David Nyberg <br /> CALL TO ORDER <br /> PUBLIC HEARING (S) <br /> Truth and Taxation <br /> The following major points emerged from the City administrator's analysis of the 1998 levy. The <br /> levy is proposed to increase by $135,080. The projected revenues and expenditures will balance. <br /> Mr. March noted in ranking local taxable values in Anoka County from lowest to highest <br /> Centerville is ranked 44. There is a correlation that exists with local taxable values. Centerville <br /> also ranks #4 on the list of local tax rates going from highest to lowest. Also, in comparison to <br /> other Minnesota communities, Centerville's budget has a somewhat unique characteristic that less <br /> than 15% of the budget is comprised of State aids. The vast majority of all property values in <br /> Centerville are increasing. Furthermore, when the City reaches 2500 in population the City will <br /> face a flat 3% levy limit to cover expenses and to provide services. After talking briefly about the <br /> current status of the proposed budget, Mr. March noted the budget will not be adopted until the <br /> December 22, 1997 Council meeting. <br /> There was no one present in opposition to the proposed budget. <br /> 1 <br />
