Ms. Gaustad replied, not to her knowledge. Councilmember <br /> Powers suggested holding the liquor license until the outstanding bills are paid. Mr. March <br /> commented, he spoke to Mr. Hellings and the city can hold up the liquor license only for city <br /> incurred expenses. Mr. DeFoe commented he did not want to commit paying the outstanding debt <br /> without knowing the associated costs. <br /> MOTION by Councilmember Buckbee to approve Waterworks Beach Club liquor license and <br /> requested staff investigates Waterworks outstanding community debt. Motion <br /> carried. <br /> Public Works Staffing <br /> Mr. March summarized the Public Works staffing needs and presented an employment proposal. <br /> Furthermore, the proposal has been reviewed by the City Attorney and the Local #49 Union <br /> A°ent. Mr. March stated based upon the number of two person jobs that the public works <br /> department faces, it is his recommendation as well as the Public Works Directors that the City <br /> elect to eliminate the two current part -time positions and replace them with one full -time position. <br /> MOTION by Councilmember Helmbrecht to eliminate the two part -time positions and generate <br /> one full -time position and the hiring of seasonal personnel as needed, as per Mr. March's <br /> recommendation. Motion carried. <br /> United Waste Billing <br /> Mr. March updated the Council on a request from United Waste to implement a new billing <br /> process which eliminates the city's involvement with bill collection. Therefore, the City would not <br /> cerAy outstanding United Waste funds annua!ly to Anoka County. <br /> MOTION by Councilmember Powers to deny the United Waste request proposal. <br /> Mr. March recommended that the City accept the proposal as present by United Waste. <br /> Councilmember Helmbrecht suggested trying this process and evaluate the program in six months. <br /> In addition, Councilmember Helmbrecht suggested United Waste notify City Staff and Council of <br /> all nonpaying customers within the next six months. <br /> MOTION by Councilmember Buckbee to authorize United Waste to change their billing process <br /> 7 <br />
