Mr. Fischer and Ms. Cathy Fruth (7396 Old Mill Road) stated they were interested in petitioning <br /> for MUSA service to their 14 -acre property. Mayor Wilharber then questioned the Dentz acreage <br /> amount and Ms. Shelly Dentz (soon to own 7389 Old Mill Road) replied their property is 3.75 <br /> acres. Mayor Wilharber understood the property owners can file a petition with Met Council for <br /> an expansion. Mr. Nyberg agreed, however, he stated the Met Council is up grading the MUSA <br /> interceptor since the lift station is at capacity. Mr. Nyberg understood the Met Council will not <br /> issue additional MUSA extensions until the force main is up and running. Mr. Nyberg added, he <br /> understood the force main/lift station improvements are to be completed in 1999. <br /> Councilmember Buckbee removed herself from the Council table at 7:35 p.m. and joined the <br /> audience. <br /> Ms. Sanna Buckbee (7381 Peltier Circle) requested a MUSA extension to service their property <br /> too. Ms. Fruth stressed she had visited City Hall on several occasions to ensure their property <br /> would be included in the MUSA extension. Councilmember Brenner referred to the 1994 MUSA <br /> extension survey issued by the city. Councilmember Brenner stated the city received a survey <br /> from Fruth/Fischer residents expressing their interest in the MUSA extension. <br /> Ms. Buckbee asked "Who pays for a comprehensive plan update?" Councilmember Brenner <br /> replied whoever requests the comprehensive plan updates pays the cost. Ms, Buckbee questioned <br /> if the developers in Eagle Pass paid for the MUSA expansion and comprehensive plan <br /> amendment. Mr. Fischer questioned how the developer received a MUSA extension. Mayor <br /> Wilharber noted the Planning and Zoning Commission review comprehensive plan amendments <br /> then make their recommendations to the Council. Mr. Fischer expressed the desire to address the <br /> Planning and Zoning Commission. <br /> MOTION by Councilmember Brenner that whoever requests a comprehensive plan amendment <br /> will be responsible for paying the associated costs. Motion seconded by Councilmember <br /> Helmbrecht. Brenner aye, Helmbrecht aye, Wilharber aye. Motion carried unanimously. <br /> Councilmember Buckbee returned to the Council table at 7:35 p.m.. <br /> Senior Housing Grading Plan <br /> Mr. Nyberg addressed the senior housing grading plan. Mr. Nyberg referred to a letter dated <br /> November 6, 1997 and three comments on the senior housing grading plan. First, the slope is <br /> incorrect for the 12" RCP just south of the parking area. Second, the small berm northwest of the <br /> driveway apron should be verified in the field to direct storm water over the emergency overflow <br /> and not onto the properties along Heritage or west along the driveway. Third, the emergency <br /> overflow should also be constructed between the low areas around the south end of the building. <br /> Mayor Wilharber questioned a statement in the above - mentioned letter, "A change that has been <br /> made to the plan includes grading a small depression off the northwest corner of the building to <br /> collect storm water."
