Memorandum <br /> To: MRS. RY -CHEL GAUSTAD, CMC CITY CLERK <br /> CC: CENTERVILLE CITY COUNCIL <br /> From: CIRCLE PINES/LEXINGTON POLICE <br /> Date: NOVEMBER 12,1997 <br /> Re: PROPOSED STOP SIGN <br /> Per your request, this office has completed a traffic study concerning the possibility <br /> of a stop sign at the intersection of Heritage St and Progress Rd. We understand <br /> the concerns of the citizens in that area and have reviewed possible warrants in <br /> regards to the installation of a stop sign. <br /> The attached petition stated that traffic has increased since a stop sign was installed <br /> at Sorel and Progress Rd. We must assume that the increase in traffic is traveling <br /> from Centerville Rd, East bound to Progress Rd, North bound. We must then assume <br /> that this petition is requesting a stop sign on Heritage, East bound at Progress Rd. <br /> Using the North Central Section Institute of Transportation Engineers, (NCITE) as a <br /> reference, it would appear that a stop sign would have little effect on controlling <br /> traffic at that intersection due to the following reasons: <br /> 1) Mid block speeds would increase due to the `�mnecessary impediment" <br /> 2) This increased speed may increase the risk of accidents mid block <br /> 3) False sense of security for pedestrians <br /> 1 <br />
