The city should compile an "Administrative <br /> Improvements Plan" (AIP) to identify future administrative efforts (i.e., updates to existing / T <br /> or Implementation of new ordinances, adoption of a Wetland Protection Plan, establishment J <br /> of a stormwater utility, etc.). <br /> 7.0 Capital Improvements. The city plan identifies several areas where untreated stormwater <br /> discharges to the creek or into Centerville Lake (La Motte ditch). The city should identify 7 <br /> these areas within the capital improvements section as areas for retrofit water quality <br /> treatment. The RCWD has a cost -share program available to facilitate such projects. <br /> SS Individual Sewage Treatment Systems (ISTS). While the city plans to soon be <br /> as+ T O entirely within the metropolitan urban service area, there are still areas of the city served by <br /> J ISTS. The 'r' j' should inch de Sn its mutzgement plan an inspo'Ciion schedaie for rcgularly <br /> visiting ISTS sites for determining if problematic sewage treatment conditions exist. This <br /> should be continued until all sites are abandoned. <br /> S• 1 Erosion Control. The city's plan should include a statement adopting the MPCA's "Best <br /> Management Practices handbook, Protecting Water Quality in Urban Areas. Also, a process <br /> for notifying the MPCA of grading activities affecting areas over 5 acres, as required for <br /> NPDES permitting, should be provided. <br /> The RCWD would also encourage the city to participate in the District's streambed and bank <br /> stabilization (SBBS) program. The RCWD is promoting erosion control projects completed <br /> by residents along Clearwater Creek by ffering a cost -share to mitigate the expense of <br /> erosion control/bank stabilization profiles. Additional input by the city will make this <br /> A program even more attractive. <br /> Ah ibi4 7 Mapping. A floodplain map should be included in the appendix for reference by <br /> developers and city staff. Sources of information should include the city's revised floodplain <br /> $zelo� 2-10 (FEMA) map for Clearwater Creek and Centerville and Peltier Lake, as well as information <br /> relating to the stormwater management designs for the recent developments within the city. <br /> This latter information is available from the RCWD District Engineer. <br /> Fahi4a S A map showing those areas of the city which currently meet RCWD requirements for water <br /> quality discharges should also be included in the plan. The limits of RCWD- approved r ear <br /> prnjects Can be obtained frOM the Office of lie RC District Engineer. <br /> 4&bil ; A citywide map showing the locations of all proposed CIPs should also be included. <br /> Fxlub� A final map inclusion showing the location of MDNR protected waters and wetlands, as well <br /> as any information shown on the National Wetland Inventory or mosquito control maps, <br /> SccT�ons 1_� would be very helpful for determining if wetland management issues might be of concern for <br /> s 4? developers and city /watershed staff when reviewing proposed developments. <br /> Hydrologic Modeling. The plan should include information relative to floodplain <br /> elevations in ponding areas and along Clearwater Creek. <br /> 7 <br /> The city may wish to include in its stormwater modeling a completely routed stormwater <br /> system encompassing the entire city. Special attention could be paid to as yet undeveloped <br /> Portions of the city to determine what levels of rate control and water quality provisions will <br /> be required for new developments. / <br />
