ap
CITY OF CHATFIELD
.
■ !!: ., _ Thurber Community Center - Chatfield Municipal Building
21 Second Street Southeast Chatfield, Minnesota 55923 507 - 667.3810
July 25, 1997
TO: THOMAS ROUSHAR, BONESTRO & ASSOCL9TES
FR: JOEL YOUNG, CITY CLERK , J n
INLC A
RE: ENGINEERING SERVICES
Over the past several years, the City of Chatfield has completed a variety of projects which have
demanded engineering design, staking, inspection and total project management as well as
mechanical engineering and architectural services. The City has retained the services of several
professional firms to complete those projects.
The City is currently considering the appointment of an individual or engineering firm to serve as a "City
Engineer." One of the goals of the City is to develop a consistency of quality and communication on all
capital projects and related studies. This would also result in a designated individual or firm with whom
city staff would feel free to consult. Over time, the City Engineer would become a repository of technical
information.' -
Projects that are currently under consideration by the City of Chatfield include:
I. The analysis and implementation of a high level municipal water system, including reservoirs
and distribution system
2. The extension of water mains under and beyond a local creek,
3. The development of a capital improvement plan for the municipal water system,
4. The development of a capital improvement plan for the sanitary sewer system,
5. The updating of the city zoning code,
6. The updating of the City Comprehensive Plan,
7. The continuation of the street overlay / handicap sidewalk ramp program,
8. The development of a Wellhead Protection Program, and _
9. The development of an implementation program to comply with the Americans with Disabilities
Act.
At this point, it is expected that the City Engineer would respond to routine requests for information from
city staff, assist in the development of project ideas and, if not manage specific projects for the City, then
assist the City in selecting qualified professionals who would manage those projects. While it would not
be expected that any one engineer be qualified in all disciplines, it is important that the City Engineer
possess a broad and deep base of knowledge regarding municipal engineering as well as an understanding
of the workings of municipal government. Experience is important.
If you are interested in acting as the City Engineer for the Cite of Chatfield, we would like to talk with
you. It is our intent to talk independently with some of the professionals that we have retained over the
past few years andjointly develop a scope of services and a general understanding of expectations in
regard to this relationship. If you would like to submit a proposal in this regard, please send it to my
attention by August 5. 1'You would like more information, please contact me right away. Thank you in
advance for your consideration - I look forward to hearing from you.
