The following information is a result of this investigation: <br /> Reason for Investigation: Transfer of liquor license <br /> Department Requesting Information: City of Centerville <br /> Date Received: 10/06/97 <br /> Date Completed: 10/13/97 <br /> Subject of Investigation: Richard A. DeFoe <br /> Data Evaluated: <br /> Local Record Check: No criminal record <br /> ✓ Driving Record: Clear, no violations <br /> Personal References: N/A <br /> FBI Criminal History: No Record <br /> BCA Criminal History: No Record <br /> Outstanding Arrest Warrants: None <br /> Other: N/A <br /> ✓ Comments: <br /> Background investigation revealed that applicant is presently owner of two other establishments, Sharx in <br /> Fridley and Club Cancun in St. Paul. I made contact with the City of Fridley and learned that the <br /> applicant's license was suspended for one (1) week in June of 1997. Citing what appeared to be an annual <br /> review of all licensed liquor establishments in the City of Fridley, the applicant was suspended for what <br /> was referred to as "an unusually high level of incident reports related to assaults and disorderly conduct ". <br /> In reviewing this matter I was also made aware of a driveby shooting that took place on 11/24/96 and <br /> involved injuries to at least one patron. <br />
