In reviewing public response data from St- Paul, I noted five (5) aggravated assaults that were reported <br /> between January and October of 1997: <br /> Recommendation: I believe that certain conditions should be placed upon this establishment. They <br /> should include the following: <br /> 1. That the license is subject to annual review by the Council <br /> 2. That all criminal incidents as defined by the Chief of Police and City Attorney, that occur <br /> on -site immediately be reported to the Circle Pines - Lexington Police Department, and will <br /> cooperate fully with any resulting criminal investigation and prosecution. <br /> 3. In the event that Teen Night activities are resumed, and for Eighteen and Over Night <br /> activities, the licensee shall provide to the Chief of Police a security plan to be approved by <br /> the Chief of Police. <br /> 4. Waterworks management will undertake aggressive training of all employees in the <br /> following areas: <br /> a. Detecting and dealing with excessive consumption of alcohol on the licensed premises. <br /> Patrons and staff will be notified in no uncertain terms that no alcohol is to be served to <br /> obviously intoxicated persons. <br /> b. Security personnel will be provided with Use of Force Training in an effort to reduce use <br /> of force complaints lodged against security personnel.
