City Council meeting minutes of May 8, 1996 <br /> Mr. Opp questioned if over 50 1 /6 of the residents affected were opposed if the project <br /> could be stopped. Mr. Nyberg stated that it is possible in a charter city. However, <br /> Centerville is a statutory city and can start a project by 4 /5th majority council vote. <br /> Mr. Opp compared the proposed assessment for his project with that of the school. He <br /> expressed some concern that his property wouldn't increase in value to justify city utilities. <br /> With all the time and money he has put into the building already, to cooperate with the <br /> city regarding the open sewage and drug problems existing when he purchased the <br /> building, Mr. Opp felt that the city should help him out by being "realistic" on his <br /> assessment. <br /> Mr. Hellings stated that the city would have to prove in a court that the assessment is fair. <br /> Mr. Wegmann questioned why the northern loop was abandoned. Mr. Nyberg stated that <br /> they based the calculations on the fire flow requirements. <br /> Mayor Wilharber stated that the downtown area will benefit from the hydrants. He also <br /> added that the city is growing and continuing to change and the city needs to provide <br /> services to the community. <br /> Mr. Helmbrecht stated that the town is expanding not the old part of town, the homes are <br /> not benefiting from the water only the school. Mr. Helmbrecht added that the residents <br /> are not against getting water to the school but that the cost is being paid for by the <br /> residents on Main Street. <br /> Mr. Wegmann offered to put up $1,000 to look for a better alternative. Mr. Nyberg <br /> stated that there isn't another or better way. <br /> Pam Scheiblauer, 1737 Main Street, stated she recently purchased the home and it has a <br /> new well and questioned whether the water would benefit he property. <br /> MOTION by Powers- Rasmussen, second by Brenner to close the street and utility <br /> improvement public hearing. Motion carried unanimously. <br /> Open Assessment Hearing at 7:30 p.m. <br /> Mr. Nyberg stated that the assessments were set by the REU - residential equivalent units. <br /> Currently the school is being charges 27 times that of a resident. Mr. Nyberg stated that <br /> the sewer usage is directly charged to the water usage. <br /> Street reconstruction is being paid by the school and city. <br /> Councilmember Powers - Rasmussen expressed sympathy and understanding to the <br /> residents regarding the assessment and stated that the roll is a worst case scenario.
