City Council meeting minutes of May 8, 1996 <br /> Dave Nyberg described the project and the improvements that have been approved by <br /> council. The project consists of watermains, hydrants, street reconstruction to better <br /> serve the bus traffic, street restoration of Main Street and Mill Road. Mr. Nyberg stated <br /> that there would be some disruption to properties but that they would be restored by sod <br /> or seed with a one year warranty. <br /> Project scheduled to start May 10th and be complete by July or August. <br /> Mr. Nyberg explained other costs for the residents that would be associated with hooking <br /> up to city water - Well capping, running watermain from the stub to the house, hook -up <br /> fee to the city to "buy into" the system. <br /> Donald Opp, 1554 Holly Drive, stated that the $1300 hook up fee doesn't included service <br /> to the house. Nyberg concurred. <br /> Dick Kvanbeck, James Company, questioned what the WAC charge is for commercial and <br /> also asked if it would be required they hook up. <br /> Larry Perron, 1798 Main Street, questioned how many residents within the 1000 feet of a <br /> hydrant are being assessed if they benefit from it. Mr. Perron also questioned what the <br /> WAC charge is. Nyberg responded that is put into a fund for maintenance costs, capitol <br /> improvements, water tower costs, etc. <br /> Warren Tester, School District Representative, stated that the request goes back 5 years <br /> but that it was formally applied for in December 1995, He stated that there are over 700 <br /> students and 85 staff members and currently use 2.3 million gallons a year. The use water <br /> for a freezer unit that requires water, the every day kitchen uses, domestic uses (bathroom <br /> and drinking), and the sprinkler system. Mr. Tester stated that the sprinkler system <br /> requirement is what has brought them to petition for water. The school currently <br /> monitors and tests the water and keeps a record of this for the DNR; switching to city <br /> water would transfer this responsibility to the city. <br /> Mr. Tester stated that they are not planning on capping the well. They would like to keep <br /> it available for future irrigation uses. <br /> Udo Wegmann, 1742 Main Street, questioned why the watermain is crossing Main Street <br /> twice. Mr. Nyberg gave two reasons? 1. the existing casing under the creek and 2. the <br /> size of the right of way on the north isn't large enough, Anoka County restricted <br /> construction to take place on the south side of Main Street. <br /> The placement of the watermains is 10 feet off the traveled lane (edge of the pavement). <br /> The utilities would be placed underground at the same time. <br /> Dick Robischon, 1832 Main Street, commented that his yard has been tore up 3 or 4 times <br /> already. <br /> CC5- 8MM.WPS 2 <br />
