City Council meeting minutes of May 8, 1996 <br /> Mr. Nyberg commented on the storm drainage issue. Mr. Larry Olson stated that there <br /> will be a ponding area in the center area of the project and along the creek for <br /> sedimentation with 1 or 2 discharges to the creek and 3 -4 ponds. <br /> Mr. Emrich stated that based on what happens to the MUSA the whole project may be a <br /> go by fall. Mr. Emrich also added that the vast majority of the trees will be saved. <br /> Planning and Zoning approved the application for additional MUSA on May 9, 1996. <br /> MOTION by Brenner, second by Powers - Rasmussen to approve the MUSA application <br /> for the Eagle Pass project, staff to mail the 7 required copies to Met Council. Motion <br /> carried unanimously. <br /> School Water Project <br /> Mr. Nyberg stated the council should decide on the storm culvert issue on Main Street and <br /> Peterson Trail because when Ro -So starts his project he will start the project at that <br /> corner. <br /> Councilmember Powers - Rasmussen stated this issue should be looked at a little more <br /> thoroughly. She feels the 8" watermain should be a 12" and when the watermain is <br /> installed that the culvert be corrected to solve the drainage problem. Paul Palzer agreed <br /> that the culvert does not appear to be adjusted correctly. <br /> Mr. Nyberg stated that it wouldn't make that big of a difference to correct it. The <br /> predicted flow rates calculated for the school would still be met. Having the bottleneck <br /> would reduce the flow by approximately 2 psi or 10 -15 gallons per minute. <br /> Councilmember Buckbee stated she can't justify the dollar amount for a 4" pipe difference <br /> that according to the engineer wouldn't make a difference. As long as the schools needs <br /> are being met can't see the need to tear up the road. <br /> Mayor Wilharber agreed with Buckbee and added that he doesn't want to add more cost <br /> to the assessments and can't see the city picking up the expense. <br /> Mr. Palzer stated the gallons per minute will change, not to mention the drainage issue. <br /> Mr. Palzer added that the council should base decision on a computer model, he suggested <br /> they go out and look at the situation. <br /> Mr. Nyberg stated that if the road is ever tore up for street work, that would be the time <br /> to replace the watermain and correct the culvert. <br /> CC5 -8MM.
