City Council meeting minutes of May 8, 1996 <br /> MOTION by Wilharber, second by Buckbee to have this storm culvert and 8" watermain <br /> issue be dropped for consideration. NAY - Powers - Rasmussen and Brenner. Motion <br /> failed to carry. <br /> MOTION by Powers - Rasmussen, second by Brenner to table this issue until the next <br /> meeting for further discussion. NAY - Wilharber and Buckbee. Motion failed to carry. <br /> MOTION by Brenner, second by Buckbee to adopt resolution 96 -18 - ordering <br /> improvements and awarding the bid for the watermain extension project, and alternate 3 <br /> and 2 watermain extension to Centerville Road. Total cost of the project $414,676.26. <br /> Motion carried unanimously. <br /> Grading Escrow <br /> MOTION by Buckbee, second by Powers - Rasmussen to set of $1,000.00 per lot in <br /> escrow for grading until the grading is approved. Motion carried unanimously. <br /> Surface Water Management Plan <br /> Mr. Nyberg stated that a sample resolution from Lino Lakes has been provided. He stated <br /> that he had been asked to come up with something similar for Centerville. The council <br /> needs to get something set up for the interim while the city is getting plat maps in. <br /> MOTION by Powers - Rasmussen, second by renner to table this issue for further <br /> discussion. Motion carried unanimously. <br /> Eagle Pass <br /> Mr. Nyberg stated that the developer for Eagle Pass is looking to fund the project <br /> themselves, therefore not going through a 429 process. Plans and specs would be <br /> prepared by their engineer but still be inspected by MSA. Mr. Nyberg added that the city <br /> loses control when they don't go through this process. <br /> Councilmember Buckbee stated she would like this investigated - does the city have an <br /> ordinance against them. <br /> Comp Plan Update <br /> As per Trudi Breuninger's memo dated May 2, 1996, Dean Johnson is looking for <br /> direction from the council regarding changes suggested at the joint meeting. There was <br /> some verbiage questioned and commented on by Carol Pelton and Mr. Johnson stated that <br /> it would require a lot of staff time to modify the document. General consensus of the <br /> council to look at the suggestions from Ms. Pelton before giving a recommendation. <br /> General consensus of the council to approve the high density areas. <br /> CC5 -8MM.
