City Council Workshop of April 30, 1996 <br /> Mary Jo stated the city needs to have an assessment policy, that is something the new <br /> Administrator can work on. Greg, and Dave agreed, that policies aren't as flexible as what <br /> the council thinks. Because there are many types of housing units in Centerville they don't <br /> necessarily agree that it would be a good idea for Centerville. <br /> Those present discussed the assessment payment procedure. If it is set up as a 10 year <br /> assessment and it takes someone 5 years before hooking up they would have only 5 years <br /> to pay the assessment. <br /> Mary Jo suggested offering a 5 year - interest free - period before hooking up or paying <br /> assessment. <br /> If the resident would start paying the assessment right away it would be $498.62 for 10 <br /> years. If deferred the accumulated interest would be $288 a year. <br /> They requested that different scenarios be presented at a workshop to be held at 5:00 p.m. <br /> prior to the public hearing. These scenarios would show the assessment ranging from <br /> $3200 to $2500 and interest rates from 9% to 7 %. <br /> Carolyn suggested offering a reduced assessment if the pay it right away or reduce the <br /> hookup fee ($300 off). Carolyn also had a concern about 0% interest assessments. <br /> A statement was made that appraisals should be done (nothing confirmed). <br /> Staff is to check with surrounding communities on water assessments and the value of the <br /> homes that were assessed. (Not necessarily for new home developments.) <br /> The council needs 4 /5ths majority to pass the assessment roll. Because Mary Jo cannot <br /> vote the remaining council members all have to be in favor. <br /> Dave questioned if the city is ready to pay more if the assessments are lowered. Some <br /> council members felt the assessment was to high. <br /> Carolyn will work with the numbers to derive with different options. <br /> MOTION by Powers - Rasmussen, second by Brenner to adjourn the city council workshop <br /> at 8:05 p.m. Motion carried unanimously. <br /> Respectfully submitted, <br /> Trudi Breuninger <br /> City Clerk <br /> CC4- 30WK.WPS 3 <br />
