CITY OF CENTERVILLE <br /> JOINT MEETING MINUTES <br /> DATE May 1, 1996 <br /> TIME STARTED 6:05 p.m. <br /> TIME ENDED 8:55 p.m. <br /> PRESENT Council member Helmbrecht, Council member Brenner, Council <br /> member Powers- Rasmussen, P &R member Pelton, P &R member <br /> Johnson, P &R member Larson, P &R member Fogerty, EDC/P &Z <br /> member Tourville, EDC member Capra. <br /> ABSENT Mayor Wilharber, Council member Buckbee, P &R member <br /> Bisek, P &R member Navin, P &R member Thompson, P &Z <br /> member Welk, P &Z member Vermeulen, P &Z member LaMotte, <br /> P &Z member Drilling, EDC member Rehbine, EDC member <br /> Montain, EDC member Magill. <br /> STAFF PRESENT : Trudi Breuninger, City Clerk; Paul Palzer, PWDBI; Dave <br /> Nyberg, City Engineer. <br /> The purpose of this meeting was to review the draft comprehensive plan, prepared by <br /> Dean Johnson, Resource Strategies. <br /> Mr. Johnson stated that they had some problems with a new GIS System recently <br /> purchased therefore there are some areas that will be adjusted to accommodate, for <br /> example the industrial park material. <br /> The housing element will be addressed with the goals and expectations required by the <br /> Livable Communities Act. The Action Plan needs to be completed by June 30th, even <br /> though this will be addressed in the comp plan the full Action Plan will be a separate <br /> document. Because the Action Plan needs to be submitted annually with the changes that <br /> have occurred throughout the year. Supplying the plan to Met Council will make the city <br /> eligible for several types of funding. <br /> Mr. Johnson explained the MUSA application for the Eagle Pass Development. Because <br /> he felt that it could be justified to put the entire project into MUSA right away the request <br /> was changed from an additional 10 acres to 60 acres. <br /> If the city has outstanding commitments — erosion control plan, water plan, sewer plan, <br /> water quality plan -- Met Council tends to delay the process of the application or <br /> amendments. These policies need to be referenced with a time frame on the MUSA <br /> application. <br /> The council questioned the rate in which Mr. Johnson presented the MUSA growth and <br /> why the entire city wasn't in the plan immediately. Mr. Johnson stated that by best <br /> management practices for development, the city would want to prohibit development <br /> without utilities (water and sewer). Mr. Johnson also added that Met Council only cares <br /> about the residential districts and not necessarily the commercial and industrial zones. <br /> CC5- 1JT.WPS I <br />
