Joint Meeting - May 1, 1996 - Comp Plan
Mr. Johnson stated that although Centerville is growing faster than predicted it is not
outside Met Council projections.
Mr. Tourville stated that the area south of Center Street only has sewer to it. The city
should wait for water to get down there for development instead of creating a "leap frog"
effect. Mr. Tourville also added that he doesn't think Centerville will expand as quickly as
everyone else is presuming.
Mr. Johnson stated it could be an argument for the developer to pay for the watermain and
plan amendment if he wants to development outside the stages of the plan.
Mr. Fogerty questioned the water capacity. Mr. Nyberg stated that it would be addressed
in the Comp Water Plan, plus the city is trying to work with Lino Lakes on an
interconnect to their system. Mr. Paizer also added that it is the storage capacity that is a
concern not the pumping capacity.
Ms. Pelton questioned the format and technical writing of the report. For example, she
would like the committees to be referred to by the correct names, and the report written in
the active voice, some of the wording is negative.
Ms. Pelton pointed out to Mr. Johnson some of the existing parks that were omitted from
the plan. Also discussed the greenway plan and how to incorporate it in Centerville
through or around the existing and already proposed developments.
Written plan elements would be addressed at the next meeting - approximately 2 months.
Mr. Johnson informed those present that some of this would be adjusted right away to
have ready for the EDC Business Appreciation get together. Otherwise any additional
comments or changes should be forwarded to him within the next couple of weeks.
The next draft will be submitted to Met Council for an informal review and comment. Mr.
Johnson noted that affordable rental housing is the biggest issue to be addressed by the
Met Council Livable Communities Act.
MOTION by Powers - Rasmussen, second by Brenner to adjourn the joint comprehensive
meeting at 8:55 p.m. Motion carried unanimously.
Respectfully submitted,
Trudi Breuninger
City Clerk
CC5- 1JT.WPS 3
