CITY OF CENTERVILLE <br /> CITY COUNCIL <br /> MAY 8, 1996 <br /> Pursuant to due call and notice thereof, the City Council of the City of Centerville held a <br /> workshop, public hearings and their regular meeting on May 8, 1996 at the City Hall. <br /> Mayor Wilharber called the workshop to order at 5:25 p.m. <br /> PRESENT: Wilharber Powers- Rasmussen <br /> Buckbee Brenner <br /> ABSENT: Hehnbrecht <br /> STAFF /CONSULTANTS: Trudi Breuninger Paul Palzer <br /> Dave Nyberg Greg Hellings <br /> WORKSHOP <br /> The council discussed the school water expansion project and the assessments. <br /> Hellings reported that it is legal to defer assessment with or without interest and seniors <br /> can defer until death, sale of property, loss of homestead or until council states otherwise. <br /> The council discussed options to justify a "fair" assessment. Topics considered: <br /> Assessment for Clearwater Meadows if project will be bonded together, if based on REUs <br /> and that amount is reduced for residents it has to be reduced for the school too, if an <br /> appraisal would show a fair assessment. <br /> Dave Nyberg questioned the location of the apartment well. Paul Palzer questioned the <br /> contaminated wells at Noble and the school - which way is the ground water going. <br /> Consensus to award the bid tonight and adopt the assessment roll after completion of the <br /> project. <br /> MOTION by Wilharber, second by Buckbee to adjourn the workshop at 6:23 p.m. <br /> Motion carried unanimously. <br /> PUBLIC HEARING - UTILITY IMPROVEMENT <br /> Called to order: 6:30 p.m. <br /> Mayor Wilharber read a prepared opening statement. <br /> CC5- 8MM.WPS 1 <br />
