and inspecting street and utility construction projects. Keeps a log of construction
activities and ensures that projects are built to the specifications provide by the
engineer. Also performs all duties associated with Public Works, including repairs
to water and sewer systems, street patching and maintenance, meter reading and
plowing snow. If the paving overlay program moves forward, this position will
remain a high priority. There is not another staff person in Public Works that can
perform all of the job duties of this position. Not practical to reduce this position.
Public Works Maintenance Technician (two incumbents) Under the direction of
the Public Works Director, performs all duties associated with Public Works,
- - -. .. —+ +— a -A - P — —+ ems street pate _g and maintenance,
meter reading, park maintenance and plowing snow. While the work load is
sufficient to keep two people busy in this position, I believe that the city can
function reasonably well if one position were eliminated. The impacts would likely
be noticeable with work sometimes being delayed. The ability to handle absences
will be more difficult, and will have to be coordinated to continue core functions of
the department.
Summary of Analysis. It would be possible to reduce staff by two positions, one
in the office and one in public works. Impacts would be felt by other staff, who may
need to pick up some of the work load of the vacated positions. The public may
notice the difference by delay in some non - emergency service, especially during
times when staff vacations occur, but core functions of the city can be continued
with minimal impact.
Savings to the budget would not be immediate, due to the fact that laid off
employees would likely draw unemployment benefits that must be reimbursed by
the city. The transition cost would go away after 2012, so that the full savings is
available to the budget in 2013.
Dallas Larson, Administrator
2011 -09 -14
Budget Discussion and Staffing Analysis CADocaments and SeWngs\tbenderUmd Settings\Temporary Internet Files \OLK158\Budg
Page 3 of 3
