Account Clerk II (single incumbent). Performs hands -on accounting functions <br /> including payroll, utility billing and fund accounting. Is cross - trained with City <br /> Clerk in many areas, including elections. Although some parts of the job could be <br /> done by others, much of the job requires technical skills and training unique to this <br /> position. It would not be practical to reduce this position. <br /> ReceptionistlSecretary (single incumbent). This position is responsible for <br /> answering the phone, greeting customers and providing assistance with permits and <br /> other needs at the front counter. Assists the Park and Rec Committee in <br /> administering park programs and does their minutes. Records meetings for <br /> �t nadcast on_1oca1 access channel, assists oth staff in the city as needed. Thi <br /> position was created in a time where building permit activity was su stank an <br /> permit fees could support the costs of this position. Recently, building permit <br /> activity has shrunk from its recent peak in 2002 to its current level where permit <br /> fees are minim and numbers of permits are not a significant. There was a <br /> temporary increase in permits in 2008 -2009 due to a hail storm damaging nearly <br /> every roof in the City, but the decline continued after that. The incumbent has <br /> assumed other tasks to keep busy, but it may not be justified to keep the position in <br /> hopes that building permits will return to former levels. If the job is eliminated, <br /> some tasks that were previously done by the incumbent may need to be delayed, <br /> shifted to other positions or dropped entirely, depending upon the work load of <br /> other staff and their ability to pick up additional tasks. Significant tasks that could <br /> be impacted include maintenance of the city website, the public access channel, the <br /> business directory, maintenance of the landscaping and the substantial assistance <br /> provided to Park and Recreation Committee. Eliminating the position would be <br /> possible however, the impact may be noticeable. <br /> Public Works Director (single incumbent). This is a highly professional position <br /> that manages the streets, parks, water, sanitary sewer, and storm water systems of <br /> the city. This is a "hands -on" management position that directs the activities of four <br /> regular staff, several part -time, seasonal positions, as well as the activities of <br /> various subcontractors. The position includes the designation of `Building Official" <br /> whic is res ponsible for permitting activities and code enforcement. This position <br /> qVsftiog- <br /> -- - — - - requues sp -- isa�praetieafe <br /> Building Inspector/Public Works Technician (single incumbent). Under the <br /> direction of the Building_ Official, conducts plan review and inspections on all <br /> building permits and assists with building and zoning code compliance. Also - - <br /> performs all duties associated with Public Works, including repairs to water and <br /> sewer systems, street patching and maintenance, meter reading and plowing snow. <br /> The position requires a state certification for building inspector, so there is not <br /> another staff person in Public Works that can perform all of the job duties of this <br /> position.
