City of Centerville <br /> Council Meeting <br /> September 28, 2011 <br /> were on site during his request for proposals and Olson Sewer Services was the lowest <br /> bidder. Project Coordinator Burmeister also stated that he contacted Olson Sewer on two <br /> occasions to ensure that they were comfortable with the bid that they submitted and <br /> reiterated the needs of the City regarding this project. Lengthy discussion ensued <br /> regarding financial responsibility, a permanent resolution to the drainage issues, future <br /> development in the area, and notification of residents affected by the project and <br /> improper use of the drainage ditches. <br /> Motion by Council Member Fehrenbacher, seconded by Council Member Love, to <br /> approve the lowest bidder, Olson Sewer Service - $19.878, for the services required <br /> for the Ditch Cleaning project. All in favor. Motion carried unanimously. <br /> 3. Final Payment & Closeout Contract A — Ellingson Drainage - $7,133.20 <br /> Engineer Statz stated that the project has been completed to his satisfaction and <br /> recommended releasing the final payment. <br /> Motion by Council Member Paar, seconded by Council Member Love, to approve <br /> the release of final payment to Ellingson Drainage, Inc. in the amount of $7,133.20 <br /> in association with the Downtown Storm Water Phase 1 Contract A Project. All in <br /> favor. Motion carried unanimously. <br /> 4. Ord. #XX, Second Series — Permits for Use of Special Vehicles on City Streets <br /> Administrator Larson stated that with the purchase of the City's Cushman utility tractor, <br /> it is illegal for its use on roadways and without the ordinance it would remain illegal. <br /> The utility tractor can not be licensed as a motorized vehicle due to the fact that it does <br /> not meet the requirements of the law and it is a necessity to utilize the vehicle to gain <br /> access to all areas of the City. Attorney Glaser stated that the City of Lexington does not <br /> regulate these types of vehicles and with the exception of the definitions of allowable <br /> vehicles (Mini -Trucks vs. Utility Vehicles (UTVs)), the submitted ordinance is <br /> duplicated from the City of Circle Pines. Lengthy discussed ensued regarding the need <br /> for the ordinance, associated permit fees, improper /careless use by the permitee, affects <br /> on the parade or similar events, and continuity of ordinances amongst member cities of <br /> the police department. Consensus of Council was that Staff address continuity with the <br /> member cities, fees and report back to them at their next meeting. <br /> Motion by Council Member Fehrenbacher, seconded by Council Member Paar, to <br /> table Ord. #XX, Second Series until additional information is available. All in <br /> favor. Motion carried unanimously. <br /> 5. Approve Letter of Understanding w /Lino Lakes — 21 Avenue Improvements <br /> Administrator Larson stated that Metro Transit is considering constructing a park -n -ride <br /> facility near Central Bank. There are two (2) property owners that would provide the <br /> property for the site, they are willing to fund the necessary preliminary studies needed for <br /> improvements associated with the extension of 21 Avenue North. Metro Transit has <br /> allocated funding for the site and is obligated to utilize it prior to the end of 2012 which <br /> necessitates their desire to commence this project.
