City of Centerville <br /> Council Meeting <br /> September 28, 2011 <br /> feasible, a joint powers agreement would be needed to allocate responsibilities for <br /> assessments, design, construction and future maintenance of the jointly owned roadway <br /> that borders both communities. <br /> Motion by Council Member Love, seconded by Council Member Paar, to approve <br /> the Letter of Understanding with the City of Lino Lakes for the 21 Avenue <br /> Improvements as presented. All in favor. Motion carried unanimously. <br /> IX. ANNOUNCEMENTS/UPDATES <br /> 1. City Administrator <br /> Administrator Larson reported that the Downtown Storm Water Irrigation Project is <br /> complete and Council previously spoke of a gathering of dignitaries and others interested <br /> in the project. Administrator Larson stated that with inclement weather fast approaching, <br /> a gathering would be scheduled for the spring of 2012. Administrator Larson also <br /> reported that he contained the City's Pay Equity Compliance Reports in the FYI area of <br /> Council's packet. <br /> Engineer Statz reported that the trail project is complete with Corner Stone Park soon to <br /> be receiving the kiosk. <br /> Attorney Glaser presented Council with a Letter of Understanding which outlines the <br /> previously adopted test phase of the Municipal Ticket Payment Program. Attorney <br /> Glaser reported that all three cities of the joint police department approved the testing <br /> phase. <br /> Council Member King reported that Century Link is offering IP video services by <br /> utilizing their current infrastructure with minimal modifications and they believe that <br /> they are not providing cable services and do not require a franchise agreement; however, <br /> it is the Cable Commission's position that this is untrue and advised member cities to be <br /> heightened to the possibility that they may apply for permits ting to construct the needed <br /> infrastructure within communities. <br /> X. ADJOURNMENT <br /> Motion made by Council Member Love, seconded by Council Member Paar, to <br /> adjourn the meeting at 7:44 p.m. All in favor.
