<br />City of Centerville <br />Council Meeting <br />October 12, 2011 <br />b. Res. #11-023 – Committing Fund Balances for Specific Purposes <br /> <br />Administrator Larson stated that there is a total of three resolutions for Council’s <br />consideration and they are required by the Governmental Accounting Standards Board <br />regulations. Finance Director Jeziorski briefly explained that the Fund Balance Policy <br />establishes guidelines to provide for classification of funds and funding levels needed to <br />ensure availability throught the fiscal year due to revenue timing. <br /> <br />Motion by Council Member Paar, seconded by Council Member Love, to approve <br />Res. #11-021 – Authorizing A Fund Balance Policy as required under GASB54 and <br />presented. All in favor. Motion passesd unanimously. <br /> <br />Finance Director Jeziorski briefly explained Res. #11-022 and that specific revenue <br />sources for special revenue funds need to be outlined as to their purpose and whether they <br />are restricted or committeed or assigned to a specified purpose as per the Fund Balance <br />Policy. <br /> <br />Motion by Council Member Fehrenbacher, seconded by Council Member Paar, to <br />approve Res. #11-022 – Committing Specific Revenue Sources and Confirming <br />Restrictions for Specified Purposes in Special Revenue Funds (GASB54) as required <br />and presented. All in favor. Motion passesd unanimously. <br /> <br />Motion by Council Member Love, seconded by Council Member Paar, to approve <br />Res. #11-023 – Committing Fund Balances for Specific Purposes as presented. All <br />in favor. Motion passed unanimously. <br /> <br />4. Ditching Cleaning Project Update <br /> <br />Administrator Larson provided Council with an update on the project by stating that two <br />ditches near separate developments (Royal Meadows and Pheasant Marsh) were <br />involved. The Royal Meadows portion went very well; however, problems were <br />encounted with the City’s contractor exceeding designated areas with removing trees on <br />private property which has halted the project and caused concern for two property owners <br />(6892 and 6882 Centerville Road). Larson stated that the contractor has admitted error. <br />City Attorney Glaser reviewed state law regarding ditches and the rights of ditch <br />authorities to certain easements and to make special assessments. Lengthy discussion <br />ocurred regarding procurment of easements, property appraisals, potential for surveys if <br />monument markers can not be located. <br /> <br />Motion was made by Council Member Paar, seconded by Council Member <br />Fehrenbacher to expend funds to secure appraisals and surveys for 6892 & 6883 <br />Centerville associated with obtaining easements along the ditch not to exceed $3,000. <br />All in favor.
