<br />STORM WATER MANAGEMENT SYSTEM <br /> <br />A. INTRODUCTION <br /> <br />The City of Centerville is located on a relatively flat area of silty soils. The City's <br />soils topography is not conducive to developing a comprehensive "dry" storm <br />water management system. Mild depressions, high ground water, interlaced <br />seepage veins, and clay pockets combine to produce a poorly drained storm water <br />system. A 44-square mile watershed upstream of Centerville effectively makes <br />efficient water quality control the responsibility of other agencies. The city is <br />r~stricted to maintaining a status quo. Wetlands must be preserved, runoff <br />controlled to predevelopment rates~ and such systems as cuttetttly exist should be <br />maintained or improved to cope with urbanization of the City. <br /> <br />Attached as Exhibit 3 is a map showing major drainage and stormwater holding <br />ponds. Centerville has developed a stormwater management plan which <br />addresses the ponding and treatment facilities as may be required as the <br />community progresses toward an ultimate development scenario. <br /> <br />B. CURRENT STATUS OF FACILITIES <br /> <br />The development of drainage facilities within the City prior to 1985 lacked a <br />comprehensive maintenance approach. Private alterations along ditches and <br />swales had not been discouraged and these facilities have been landscaped over or <br />have started to silt in as building of homes and infrastructures has occurred. <br /> <br />The City has, during the past 20 years completed several important maintenance <br />projects as follows: <br /> <br />· Cleaning Center Oaks ditches to Centerville Lake <br />· Cleaning the ditch to Clearwater Creek through L' Allier Estates <br />· Cleaning culverts and ditches on the south side of Center Oaks I <br />· Developing a regional detention basin within Acorn Creek <br />. Cleaning the ditches south of Hayfield and Prairie Drive <br />. Cleaning the inlets/outlets at Brian Drive and Center Street <br />. Flood reduction proj ect at Clearwater Creek <br />· Surface Water Management Plan <br />· Improved Center Street drainage <br /> <br />Several important projects need to be addressed in the short term. These are as <br />follows: <br /> <br />.
