<br />City of Centerville <br />November 12, 2003 <br />Council Meeting Minutes <br />property when it comes to the tax base due to changes in the tax laws. He then said that <br />he feels that residents would prefer their tax burden be lowered rather than choosing..: <br />commercial over residential if they realized that there is no difference. He further <br />commented that the corridor may develop within 10 years but this proposal would ensure <br />that in 10 years the City has increased tax base to work with. <br /> <br />Mayor Sweeney indicated that the TIP proposal has the added benefit of being able to use <br />the money for funding the water tower and trail extensions. <br /> <br />Council Member Lee indicated that he struggled with swapping commercial into <br />residential but he feels that the homes along Main Street will be rezoned to commercial <br />once the street is widened because it will not be a desirable residential location with <br />CSAH 14 that close and that is how he justified letting this piece of commercial go <br />because he anticipates obtaining rezoning of the parcels along CSAH 14 in less than five <br />years. <br /> <br />Council Member Paar commented that this City has been growing houses left and right <br />for the last eight years and that has not spawned commercial growth. <br /> <br />Council Member Broussard Vickers indicated that the area would look like a <br />redeveloping new area and buildings tend to go into newly developed areas. She then <br />said that she has watched proposals come and go for this piece of property and she sees - <br />this as being beneficial. <br /> <br />Council Member Paar indicated that part of it is zoned industrial and some is commercial. <br /> <br />Council Member Broussard Vickers indicated the industrial is on the other side of the <br />street and it is all commercial property down that side. She then said that this City has <br />tried to bring in developers but does not have as much to attract them as Hugo or Lino <br />Lakes and this proposal would assist with redevelopment of that area. She further <br />commented that if residents were told that more money would be br<lught in through the <br />residential rezoning than through commercial development most residents would agree <br />that reducing taxes is important and she supports this proposal because it would bring a <br />nice development to town a lot sooner. <br /> <br />Council Member Broussard Vickers commented that Council Member Capra is against <br />this proposal but she feels as the Mayor does that Lino Lakes drives what happens in this <br />school district and she does not understand the reference to higher costs associated with <br />townhomes. She also said that the City is not creating a residential TIF district it is <br />simply a TIF district. <br /> <br />Mayor Sweeney indicated it is a redevelopment TIF district. <br /> <br />Council Member Broussard Vickers indicated she thinks this would be a good thing for <br />the City.
