<br />City of Centerville <br />November 12, 2003 <br />Council Meeting Minutes <br />reserves the right to ~hange her mind based on input from residents or further information <br />obtained but, at this time, she sees no reason why she would change her mind.-. <br /> <br />Mayor Sweeney indicated that, if residents understand that there is not a tax advantage to <br />having commercial, they would be in favor of the project as it would provide the tax base <br />to lower taxes in the future. He then said there may be a surprise from the residents but <br />he feels that taxes drive their opinions and the ability to lower taxes should be well <br />received. - - <br /> <br />Council Member Paar indicated that he did not hear that taxes were too high when he was <br />running what he got was that residents do not inind the high taxes as long as this is a <br />decent place to live and the other comment he got is that houses are going up way too <br />quickly. <br /> <br />Council Member Broussard Vickers commented that it is amazing that all those people <br />are living in houses that somebody else did not want built and it seems that they all want <br />the door closed behind them. <br /> <br />Council Member Paar indicated he was not looking at no more houses at all but since he <br />has been on Council the City has approved homes to come in quicker than planned which <br />he did vote to approve but he does not think: that 13 5 townhomes in the area is a good <br />idea. He then said that the comments he has received are that people do not want - <br />townhomes. <br /> <br />Council Member Paar commented that he did not appreciate the way this sort of slid in <br />the back door as it started off as a commercial townhome project with Sedona Homes and <br />evolved to a TIF proposal for a lot of townhomes. He then said he felt as if the Mayor <br />and Council Member Lee were privy to the information and he and Council Member <br />Capra were not. He further commented that he is not going to change his mind. <br /> <br />Mr. Kellier indicated that he would like to add language to the developer's agreement to <br />indicate that Phase I is Lots 1 through 10 of Block 1. City Attorney Hoeft indicated he <br />had no issue with that change. <br /> <br />Mr. Kellier indicated that they have an issue with the flood plain and being able to meet <br />the requirement for flood storage on site. He then asked for the leeway of Council to <br />work with the City's Engineer and Rice Creek Watershed District to come to an <br />agreement on how to handle the flood storage as it may mean changing some existing <br />flood plain designations. <br /> <br />Council asked that this matter be placed on the December 1, 2003 agenda for further <br />discussion on the flood storage issue. <br /> <br />Page 11 of15 <br />
