<br />them down and the TIF assistance would get the costs down to what they should be to <br />make the project feasible. <br /> <br />Mr. Pelstring indicated that he has represented a number of cities on TIF projects and the <br />situations are usually win win for both parties. He then said that there was a discussion <br />that a portion would go to offset the costs of the water tower. <br /> <br />Mr. Pelstring indicated that they have done the preliminary research and asked that the <br />City decide whether they are interested in proceeding with a TIF district as proposed. He <br />then offered to meet with City Staff to further discuss the issues. <br /> <br />Mr. Montgomery indicated that usually the public does not understand TIF. He then <br />suggested that anyone 'Yho is interested or concerned contact Mr. Short from White Bear <br />Township for further information as to how they have benefited from TIF. <br /> <br />Council Member Capra said that this City has been burned on TIF and that is why she is <br />very cautious. She further commented that the City was audited by the State of <br />Minnesota. <br /> <br />Mayor Sweeney explained that matter was clarified as a change in the TIF law that City <br />Staff, due to Staff changes, did not catch so it was a mistake and not something that was <br />done illegally and he is not sure you can call it being burned, it was a change in the law. <br /> <br />Council Member Capra indicated she would like to have another work session as she <br />needs more information before she could make a decision. <br /> <br />Council Member Broussard Vickers apologized for missing the meeting and then said she <br />is interested in having more information and would be interested in another work session <br />to further discuss the matter. She then asked if they were aware of the flood plain issues <br />and the developers indicated that they were. She further indicated that there is a parcel <br />that cannot be left landlocked. <br /> <br />Council Member Broussard Vickers indicated she would be interested in looking into the <br />matter further and noted that she would not be interested in a 25 year district but <br />something shorter she would consider, depending on the benefits to the City. <br /> <br />Mr. Montgomery indicated they are spending money on testing and have owners that <br />want to have money to hold the property so timing is an issue. <br /> <br />Council set a work session for November 3, 2003 at 6:30 p.m. and asked that Ms. <br />Paulseth attend. . <br /> <br />Council Member Paar asked what Ms. Paulseth thinks about TIF. <br /> <br />Ms. Paulseth indicated she felt it would be a tough decision for Council to make. She <br />then said that there are uses for it and tying the water tower in would be a nice option. <br /> <br />Page 8 of 14 <br />
