CenteroiffeJ!M9{. 55038 <br />(651) 429-3232 . !fa(( (651) 429-8629 <br /> <br />STATE OF MINNESOTA <br />COUNTY OF ANOKA <br />CITY OF CENTERVILLE <br /> <br />RESOLUTION #03 - 055 <br />A RESOLUTION DECLARING COSTS TO BE ASSESSED AND OlIDERlNG PREPARATION OF <br />PROPOSED ASSESSMENT FOR MUNICPAL SERVICES WIT.H.lN THE PHEASANT MARSH n <br />DEVELOPMENT AND CALLING FOR PUBLIC BEAlUNG <br /> <br />WHEREAS, a contract was ente.red into for the improvements of municipal services (roads, curb/gutter, water <br />and sewer and street lighting) within the Pheasant Marsh Phase IT Development and the contract (bid) price for <br />such improvement is $463,327.45 and the total cost of the improvements will be $625,880.00 and are proposed <br />to be assessed to the Pheasant Marsh Phase IT development (27) parcels. <br /> <br />THEREFORE, BE IT RESOLVED BY THE CITY COUNCll. OF THE CITY OF CENTERVILLE, <br />MINNESOTA: <br /> <br />1. The portion of the costs to be assessed against benefited property owners is declared to be <br />$625,880.00. <br />2. Assessments shall be payable in equal annual installments extending over a period of ten <br />(10) years, the first of the installments to be payable on or before the first Monday in <br />January, 2004 and shall bear interest at the rate of eight (8) percent per annum from the <br />date of the adoption of the assessment resolution. <br />. 3. The City Clerk, with the assistance of the City Engineer and the Finance Director, shall <br />forthwith calculate the proper amount to be specially assessed for such improvement <br />against every assessable lot, piece or parcel of land within the district affected, without <br />regard to cash valuation, as provided by law, and she shall file a copy of su~h proposed <br />assessment in her office for public inspection. <br />4. The Clerk shall upon completion of such proposed assessment, notify the council thereof <br />5. The owner of any property so assessed may, at any time prior to certification of the <br />assessment to the county auditor, pay the whole of the assessment of such property, with <br />interest accrued to the date of payment, to the City Clerk, except that no interest shall be <br />charged if the eIitire assessment is paid within 30 days :from the adoption of the <br />assessment. He may at any time thereafter, pay to the City Clerk the entire amount of the <br />assessment remElining unpaid, with interest accrued to December 31 of the year in which <br />such payment is made. Such payment must be made before November 15 or interest will <br />be charged through December 31 of the succeeding year. <br />6. A he8rlngshall be held on tIre 12th day of November, 2003 in the City Hall at 1880 Main <br />Street commencing at 6:30 p.m. or. shortly thereafter to pass upon such proposed <br />assessment and at ~ch time and place all persons owning property affected by such <br />improvement will be given an opportunity to be heard with reference to such assessment. <br />7. The City Clerk is hereby directed to cause a notice of the hearing on the proposed <br />. assessment to be published once in the official newspaper at least two (2) weeks prior to <br />
