<br />City of Centerville <br />October 8, 2003 <br />COlUlcil Meeting Minutes <br /> <br />Mayor Sweeney indicated the state charged for people who did services for the City but <br />did not breakout the labor and materials. He then commented that if the state applies the <br />same standard to the private sector, it could cause major issues and it concerns him that <br />this type of thing sets a precedent. <br /> <br />Council Member Broussard Vickers asked whether this requirement was known to the <br />City. <br /> <br />Ms. Paulseth indicated that it was. She then provided an example of a sign that was made <br />for the City and the person charged the City $300 but dj,d not break out labor and <br />materials so the City had to pay sales tax because it was not able to show that sales tax <br />was paid on the materials. <br /> <br />Council Member Lee commented that 2002 was a clean year and complimented Ms. <br />Paulseth. - . _ b> <br /> <br />Ms. Paulseth credited the account clerk for watching the invoices very closely. ;;~'(j'f r' ~ <br /> <br />2. Schedule TIP Work Session - Sedona Homes 11 f. rtr ~ >u ~ <br />fY Y~~"Q-o- . <br />Mayor Sweeney indicated he met with Sedona Homes to discuss a proposal for the watbr \i~~ <br />tower area and downtown. He then asked Staff to set a work session to discuss TIF and <br />downtown redevelopment. As a side note, the Mayor indicated the meeting occurred <br />over lunch and he paid for his own lunch. <br /> <br />Council Member Capra indicated she would prefer to hold the discussion at a Council <br />meeting because the public needs to know about TIF. <br /> <br />Mayor Sweeney indicated that a work session is a noticed public meeting and he would <br />prefer to schedule a work session to provide the parties with enough time to make a <br />proposal with potential significant financial impact to them. <br /> <br />Council Member Capra indicated she would like to have the TIF auditor from Abdo, <br />Abdo, Eick and Meyer attend the meeting if TIP is going to be discussed. <br /> <br />Mayor Sweeney indicated that Mr. Kellier had offered to provide a TIF expert that does a <br />lot of work with White Bear Township at his expense for the presentation. He then said <br />he would prefer that the City not expend any funds on consultants until, or if, there is <br />interest on behalf of the City in the proposal. <br /> <br />Council Member Capra indicated she would like to use Abdo. <br /> <br />There was Council consensus to let Mr. Kellier bring the TIP person along and wait to <br />hire someone for consultation until, or if, the City is interested in the proposal. <br /> <br />Page 5 of 14 <br />
