Council indicated the proposed number is $24,000 per property. <br /> <br />Council Member Broussard Vickers indicated the actual cost is a lot more than that and <br />the City is trying to figure out what can be assessed based on the benefit provided. <br /> <br />Mayor Sweeney asked what the City had budgeted for this project. Mr. Peterson <br />indicated the original amount was a total of $120,000. <br /> <br />Ms. Paulseth indicated that using the City's current policy, the assessments are roughly <br />$16,000 for each property. <br /> <br />Mr. Kozar indicated that he does not care to have the road reconstructed and he does not <br />want to pay assessments on it. He then said that last year there were no numbers. <br /> <br />Mr. Peterson indicated there was a feasibility study and the numbers were $166,000 for <br />the City and now that is down to $120,000. <br /> <br />City Attorney Hoeft asked that Council keep the discussion on a more basic level <br />indicating that at this point in time;there is an appraisal that gives a ballpark benefit <br />number of $23,000 to $25,000. He then indicated the property owners have the option to <br />challenge the assessment amount, but not the option of saying they do not want the road. <br /> <br />Mr. Kozar asked how this road would benefit his building. <br /> <br />City Attorney Hoeft indicated that he meant no offense to Mr. Kozar but said that neither <br />he nor Council are prepared to give information or testimony of where the benefit comes <br />from or how it is determined as the City would use a professional appraiser to determine <br />that. <br /> <br />Page 9 of 14 <br />
