In this way, the City has at least of paper trail of what was <br />constructed, size, location, materials, etc., so when neighborhood disagreement arise, we <br />can at least have the information we need to determine what exactly the facts are. Staff <br />also suggested that if the City did not charge for this permit, or only charged a nominal <br />fee, then residents would be more likely to apply for this permit. This would also provide <br />Staffwith an opportunity to review the project before it's constructed and offer <br />Ordinance requirements and other suggestions. <br /> <br />This idea was discussed with the Planning and Zoning Commission earlier this year. <br />They were not in favor of this permit primarily because of the fee that was associated <br />with it. They did not believe that the City should be "nickeling and diming" the <br />residents. But because of all the neighborhood issues Staffhave dealt with this year, we <br />are again bringing the idea of the Administrative Zoning Permit. Stafffeels that <br />requiring a permit would alleviate many of these issues. <br />
