Reference is made to the Centerville City Council Meeting on July 9,2003, during <br />which we were able to discuss issues and concerns that our 130-member Association (see <br />Attachment A, Association Membership) have with both the developerlbuilder of Eagle Pass <br />and with the City of Centerville' s enforcement of development agreements and procedures. ' <br /> <br />Purpose. At your invitation during the Council meeting, the purpose of this letter is to summarize <br />our issues, concerns, questions and requests, so that the City staff can review them' and provide a <br />formal response for review and discussion by the Council at its' next regularly scheduled meeting. <br /> <br />Facts Bearing on the Discussion. The following facts bear on the discussion of our issues and <br />concerns: <br /> <br />a. Attached are previous correspondence (email and letters) to the City (Attachment <br />B), Swift Construction (the builder) and Gor-em LLC (the developer) (Attachment C), <br />and Rice Creek Water District (Attachment D). It is noted with regret that, with few <br />non-substantive exceptions, all our previous correspondence to the city, builder, and <br />developer have thus far gone unanswered. <br /> <br />b. Our Association comprises 66 single townhomes: 59 developed as part of the initial <br />development; and an additional seven nearing completion as part of the 2d Addition <br />(portage Way) of our development. There are also Twin Townhomes built as part of <br />the initial development and currently being added to during the 2d Addition to the <br />development. While these twinhomes have their own association and bylaws, many <br />of our issues and concerns may apply to them as well. The developer for both the <br />single and twinhomes of Eagle Pass is Gor-Em LLC, and the builder is Swift <br />Construction. <br />
