It also pD\'\- ~',t <br />'h:s: ~-l &1R requires proper silt fencing during construction and prompt sweeping of sidewalks pl~ ~I ~ <br />~~ . and streets within 24 hours of notice by the city (primarily to prevent sediment fronl" ~ :-1# I , <br />1lt.t L~ w)D ~ the development site from entering the storm sewers and their outflow into ponds and ~:~ <br />1 streams of the Rice Creek Watershed District.). It also provides for erosion contro~ ~ <br />and for an active role of the city Engineer in approvals and inspections of the <br />construction and development of the addition. <br /> <br />d. Escrow and Cash Security. The city is holding, from the developer, $2,896 in <br />escrow for remaining engineering, and $58,575 in cash security, pending satisfactory <br />completion of the 2d Addition. <br /> <br />e. RCWD Performance Surety. Per email from Rice Creek Watershed, 6-6-03 (part <br />of Attachment D), the Rice Creek Watershed District has issued a permit for the <br />Eagle Pass development project (#96-104), and is holding a performance surety on <br />this project. <br /> <br />Issues, Concerns, Questions and Requests. <br /> <br />a. 1849 - 1855 Pioneer Lane. This issue is inadequate drainage along the back side of <br />these units, which results in standing water between these units and the single family <br />~ ~ homes opposite this drainage line. This area was part of the first phase of our <br />. ~ LA;;; development and, according to the city and the builder/developer, the city's 1% grade <br />l,~ --;} . was met. However, the fact remains that there is still. standing water whenever it <br />~ 0_1111 rains; trees along the drainage line are dead or dying; and it's a breeding ground for <br />~/~' I lrOPy-YU misquitos. Request that the city determine whether or not single family <br />~ ~ fY - --- homeowners htzve altered the landscape in such a way as to negate the proper <br />i) \J~ I,JJY \ drainage of this area. Further request that the city consider reviewing its' standards <br />{< '?' . for grade in view of this and other development's experience. <br /> <br />b. 1854 Pioneer Lane. This is also a drainage issue, and a part of the first phase of our <br />development. Swift Construction has indicated to us that they will fix this problem <br />by regrading the line of drainage from the south into the swale and catch basin, lower <br />the existing catch basin, and sod the area. Request the city's assistance in assuring <br />that this is accomplished and that the remedied drainage is satisfactory. <br /> <br />, Co Portage Way (2d Addition to Eagle Pass). This is a grading, drainage issue, and silt <br />/~r;f~ tf(1\- ~. erosion issue. For whatever reason, with the buildup of the Second Addition to <br />~...i.kt fP Eagle Pass (portage Way), water from the wetland between Dupre Rd. and Voyager <br />~ ]~J,V Ct. now flows in excessive' amounts towards Dupre Road, into the storm sewers, and <br />~ (?'- subsequently into the pond behind 7042 and 7050 Dupre Rd.
